Importing Safety Pins from India into the EU: Germany, France and the Netherlands
Export & Global MarketsNovember 8, 2026

European wholesalers buy steel and brass safety pins for retail packs, industrial laundries, tagging and private-label programmes. Sourcing direct from an Indian factory can cut a trader's margin and give control over size, finish and packaging, but you take on EU classification, duty, national import VAT and steel-input paperwork. This guide is for importers and wholesalers in Germany, France and the Netherlands. It covers the HS / TARIC code, the EU third-country duty, India preference status, VAT by country, Y824 steel-input evidence, typical ports, documents and how Suvik Overseas ships from Kolkata.

This guide is general information, not a customs ruling or tax advice. Tariff and VAT facts were checked on 7 November 2026 and can change. Every figure in the worked example is an EXAMPLE for illustration only, not a Suvik Overseas price, a freight quote or a duty assessment. Confirm the TARIC measures, the live duty, Y824 evidence and the documents with your EU clearing agent before you order.

Quick answer

  • HS / TARIC code: steel and iron safety pins sit under 7319.40 / 7319 40 00 00, "Safety pins and other pins".

  • Customs duty (EU): third-country (erga omnes) duty 2.7% of the customs value (normally close to CIF to the EU border). Re-checked on a commercial TARIC mirror on 7 November 2026; confirm on the official TARIC consultation before you ship.

  • India preference: no in-force preferential rate for India on this code. The EU–India free trade agreement negotiations were concluded in January 2026, but the agreement is not yet in force (signature, EU procedures and Indian ratification still required). Plan on the 2.7% MFN rate.

  • Import VAT: charged at the rate of the Member State of release — Germany 19%, France 20%, Netherlands 21% (standard rates, verified on official pages 7 Nov 2026). Usually on customs value + duty (and other charges as national rules require).

  • Steel-input evidence (Y824): TARIC import-control measures linked to EU Russia sanctions on iron and steel can require evidence of the country of origin of the iron and steel inputs used for processing in a third country. Ask Suvik for mill test / steel-input evidence before the vessel sails.

  • Route: Suvik Overseas loads at Kolkata (INKOL) by sea or Kolkata Airport (CCU) by air, on FOB Kolkata or CIF named destination, with DDP on request. Typical EU discharge ports include Hamburg, Rotterdam, Le Havre and Fos-sur-Mer — name the port in the quotation; this article does not invent Suvik sailing schedules.

  • Low-value e-commerce only: EUR 3 per item customs duty and related low-value handling measures apply to qualifying low-value consignments, not to a normal B2B wholesale import. Use the 2.7% ad valorem path for commercial containers and LCL.

Why European wholesalers source from India

India is a practical origin for bulk nickel-plated steel and brass safety pins, with export documentation experience and regular container services into North Sea and Atlantic ports. Buying from the manufacturer rather than through several traders helps when you need:

  • A fixed specification. Size, wire, plating and lock quality can be sampled and held. See our sample evaluation checklist.

  • Your own brand. OEM and private-label packs, barcodes and carton marks are set at the factory. See custom safety pin packaging.

  • A clean invoice trail. Commercial invoice, packing list and certificate of origin that match the same exporter simplify EU clearance and any future preference claim if the EU–India FTA later enters into force for this line.

Trade-offs: larger quantities, lead times and an EU importer of record who can file the declaration and hold Y824 evidence.

For existing country pages, see Sicherheitsnadeln aus Indien importieren (Germany) and Épingles de sûreté en gros (France). There is no separate Netherlands landing page on the English site as of 7 November 2026.

HS code for steel safety pins: 7319.40 / 7319 40 00 00

At the six-digit Harmonized System level used worldwide, safety pins of iron or steel fall under 7319.40, "Safety pins and other pins". Heading 7319 also covers sewing needles and similar hand articles of iron or steel. The EU Combined Nomenclature / TARIC code used for this product is 7319 40 00 00.

Stainless steel is steel, so stainless pins normally stay in this heading. Solid brass pins are not iron or steel and fall outside 7319.40; get a separate classification before you order brass. For the same six-digit code in the US, UK, EU and UAE, see our import duty and HS code guide.

Always have your clearing agent confirm the goods code and all TARIC measures (duty, preference, import controls) on the official consultation for your import date.

EU customs duty: 2.7%, no India preference in force

Third-country duty. On 3 November 2026 the official EU TARIC database showed a third-country duty of 2.70% for code 7319 40 00 00. On 7 November 2026 we re-checked a commercial TARIC mirror for 7319400000: it still lists Third Country Duty 2.700% (erga omnes). The official TARIC consultation is a JavaScript application and did not return a clean line dump via plain HTTP fetch today — confirm the live rate on the Commission TARIC consultation before you book freight.

What the duty is charged on. EU customs value normally includes transport and insurance up to the point where the goods enter the EU customs territory, so it is close to a CIF value. Ask for goods, freight and insurance to be shown separately on the commercial invoice.

No India preference in force. The commercial mirror used on 7 November 2026 did not show an India preferential row for this code (consistent with the 3 November official TARIC read). The EU–India free trade agreement negotiations were concluded in January 2026. The European Commission’s public page still lists next steps — Council adoption, signing, European Parliament agreement, Council conclusion, and Indian ratification — before entry into force. Texts published for transparency are not yet binding tariff law. Do not promise a buyer a preferential rate for Indian-origin safety pins into the EU until a preference is notified in TARIC and you hold valid proof of origin.

Low-value e-commerce path (not normal B2B). TARIC also lists measures for low-value consignments (intrinsic value EUR 150 or less in distance sales or postal contexts), including a EUR 3 per item customs duty in place of the former relief in defined cases. Those rules are for low-value e-commerce / postal flows, not for a normal wholesale LCL or FCL import. Wholesale buyers should plan on the 2.7% ad valorem duty.

Import VAT: Germany 19%, France 20%, Netherlands 21%

Import VAT is charged when goods are released for free circulation in the Member State of importation (or under the arrangements your agent uses). Standard rates re-checked on official pages on 7 November 2026:

Country

Standard import VAT

Official source used 7 Nov 2026

Germany

19%

German customs (Zoll) English guidance: import VAT currently 19%; reduced 7% for selected goods (food, books, etc.)

France

20%

impots.gouv.fr — taux normal 20% for the majority of goods and services (métropole)

Netherlands

21%

Belastingdienst — algemeen btw-tarief 21%

Safety pins as general merchandise fall under the standard rate in these three markets unless your agent confirms a rare exception for a specific finished pack. Reduced rates for food or books do not apply to ordinary steel pins.

VAT base (typical). Import VAT is usually calculated on a base that includes the customs value plus customs duty (and other charges as national rules require). For a VAT-registered wholesaler, import VAT is often recoverable as input tax, so the lasting cost difference versus a preference route is mainly the 2.7% duty (until an FTA rate exists and is claimed correctly).

Deferral. Some Member States allow postponed accounting of import VAT for authorised traders — NOT VERIFIED here for every DE/FR/NL case; ask your agent.

EXAMPLE: duty and VAT on one EU shipment

Assume a customs value (close to CIF Hamburg, Rotterdam or Le Havre) of 20,000 in your currency (EUR or another currency converted for the declaration). This is an EXAMPLE for illustration only, not a Suvik Overseas price or a freight quote. Port charges, agent fees and inspection costs are left out.

EXAMPLE assumptions: customs duty 2.7% of customs value; import VAT on (customs value + duty) at the Member State rate.

  • Duty: 2.7% × 20,000 = 540

  • VAT base: 20,000 + 540 = 20,540

Y824 steel-input evidence and other documents

Y824. TARIC import-control measures linked to Council Regulation (EU) No 833/2014 (Russia sanctions on iron and steel products) can require, for relevant goods processed in a third country, evidence of the country of origin of the iron and steel inputs used for that processing. One of the document codes used in this context is Y824. Ask Suvik Overseas in advance for a mill test certificate or a steel-input origin declaration that your customs agent can use. Do not wait until the container is at the terminal.

Standard export set. Suvik's shipping policy lists a commercial invoice, packing list, bill of lading or air waybill, certificate of origin, GST/IGST documents and any country-specific certificates. For an EU import, work with your agent so that:

  • The commercial invoice describes the goods clearly (for example "nickel-plated steel safety pins, 27 mm"), with HS/TARIC code, origin (India), Incoterm and named place, and freight and insurance shown separately.

  • The packing list matches carton counts and weights.

  • The bill of lading or air waybill names the correct consignee and EU port or airport of discharge.

  • The certificate of origin matches the invoice. Preferential origin documents for the EU–India FTA are not usable until the agreement is in force and TARIC shows a claimable preference.

  • Y824 / mill-test evidence your agent specifies is available before clearance.

  • Importer credentials (EORI and VAT details) are ready for the declaration.

Shipping from Kolkata to German, French and Dutch ports

Load port. According to Suvik's shipping policy, export cargo loads at Kolkata (INKOL) for sea freight and Kolkata Airport (CCU) for air freight. Buyers may nominate their own forwarder.

Discharge ports (typical — not a Suvik schedule). Wholesale containers into these markets commonly clear through:

  • Germany: Hamburg (and sometimes Bremerhaven — confirm with your forwarder)

  • Netherlands: Rotterdam

  • France: Le Havre (Atlantic/Channel) or Fos-sur-Mer (Mediterranean)

Name the port in the Incoterm (for example "CIF Hamburg", "CIF Rotterdam", "CIF Le Havre"). Ask your forwarder about direct versus transhipped Kolkata–Europe services and transit times; this article does not invent a transit day count or a Suvik sailing calendar.

Mode. Wholesale volumes usually move as LCL or FCL sea freight. Air suits samples and urgent top-ups. See shipping bulk safety pins by LCL, FCL or air.

Lead times. Suvik's policy lists dispatch within 3 to 5 business days of payment for ready stock, 10 to 21 business days for made-to-order or custom packaging, and 15 to 30 business days for large FCL or LCL consignments, with longer times possible from October to January. Ocean or air transit comes on top.

Choosing FOB, CIF or DDP

Suvik Overseas typically quotes FOB Kolkata or CIF port of destination, and DDP can be arranged on request.

  • FOB Kolkata suits buyers with a regular India–Europe forwarder.

  • CIF Hamburg / Rotterdam / Le Havre / Fos suits a first order: the seller books freight and minimum insurance; you clear, pay duty and VAT, and supply Y824 evidence.

  • DDP needs a written split of who is importer of record, whether the 2.7% duty and national VAT are included, and who holds the EORI. Suvik's shipping policy also states that import duties and taxes at destination are the buyer's responsibility — confirm any DDP offer in writing so the two statements do not collide.

Labelling and packaging

Agree retail and carton marks before production.

  • Cartons: product details, quantity, batch number and destination, plus your own reference marks if needed.

  • Retail packs: logos, barcodes and language text your DE/FR/NL customer requires. Confirm with your retailer whether local-language labelling is mandatory for your pack type; this article does not verify a single EU-wide retail-label rule for safety pins.

  • Origin marking on packs should match the certificate of origin ("Made in India").

  • Print material claims (for example nickel-free or OEKO-TEX) only when the product and documents you ordered support them. Those claims are ON SITE — CLIENT PROOF NEEDED until certificate files are supplied.

FAQ

What import duty does the EU charge on steel safety pins from India?

Plan on 2.7% of the customs value (close to CIF to the EU border) under TARIC 7319 40 00 00. That third-country rate was read on official TARIC on 3 November 2026 and re-checked on a commercial TARIC mirror on 7 November 2026. Confirm the live rate on the official TARIC consultation with your clearing agent. No India preferential rate is in force for this research.

Is there a free trade preference for Indian safety pins entering the EU?

Not yet. The EU–India FTA negotiations were concluded in January 2026, but the agreement is not in force until signature and ratification steps are complete and TARIC shows a claimable preference. Until then, use the 2.7% MFN rate.

How much import VAT do I pay in Germany, France or the Netherlands?

Standard rates as of the official pages checked on 7 November 2026: Germany 19%, France 20%, Netherlands 21%, usually on customs value plus duty. VAT-registered buyers often recover import VAT as input tax — confirm with your accountant.

What is Y824 and do I need it for safety pins?

Y824 is a document code used in EU import controls for evidence of the country of origin of iron and steel inputs used when a product was processed in a third country, in the context of Russia-related iron and steel sanctions. Ask your agent whether your declaration needs it, and ask Suvik for mill test / steel-input evidence early.

Which EU port should I use from Kolkata?

Name Hamburg, Rotterdam, Le Havre or Fos-sur-Mer according to where your customers are and what your forwarder recommends. Suvik loads at Kolkata (INKOL) or flies from CCU. Ask for direct or transhipped options and transit times.

What is the minimum order for European buyers?

The minimum order quantity is negotiable and depends on size, finish and packaging. Share your requirements with Suvik Overseas for a confirmed figure.

Request a European quotation

Send Suvik Overseas your sizes, material, finish, packaging, quantity and EU port (Hamburg, Rotterdam, Le Havre, Fos or another named place), and say whether you want FOB Kolkata, CIF or DDP. Ask early for mill test / Y824 steel-input evidence, and request a certificate of origin that matches the invoice. Request a quote
