Many UAE wholesalers buy safety pins through a local trader. Buying direct from a factory in India removes a layer of margin and gives you control over sizes, finishes and packaging, but it also makes you responsible for the paperwork that decides your duty. This guide is for wholesalers, garment traders and distributors in Dubai and the other emirates. It covers the route from Kolkata to Jebel Ali, the UAE customs duty and VAT on steel safety pins, how the India-UAE Comprehensive Economic Partnership Agreement (CEPA) can take the duty to zero, the documents you need, and when buying direct makes more sense than buying from a trader.
This guide is general information, not a customs ruling or tax advice. Tariff facts were read on official sources on 5 November 2026 and can change. Every figure in the worked example is an EXAMPLE for illustration only, not a Suvik Overseas price, a freight quote or a duty assessment. Confirm the code, the rate and the documents with your UAE clearing agent before you order.
Quick answer
Duty without CEPA: 5% of the CIF value, the UAE's general rate. The UAE's CEPA schedule also lists a base rate of 5.0% for safety pins (code 73194000).
Duty with CEPA: the UAE's CEPA tariff schedule (Annex 2B) puts "Safety pins and other pins" (73194000) in Category A, "Day 1 access", at 0.0%. Indian-origin steel safety pins can enter duty-free, but only with an Indian certificate of origin and a preference claim on the customs declaration.
VAT: 5% import VAT applies either way. VAT-registered importers whose customs registration number is linked with the Federal Tax Authority (FTA) account for it through the reverse charge instead of paying at the port.
Route: Suvik Overseas ships from Kolkata (INKOL) by sea, or Kolkata Airport (CCU) by air, on FOB Kolkata or CIF port of destination terms, with DDP on request.
Direct or trader: buy direct for regular volumes, your own packaging and a clean CEPA claim. Use a local trader for small, urgent top-ups.
Why UAE buyers source direct from India
Dubai is a re-export hub, so pins can pass through several hands before they reach a garment factory, a laundry or a shelf. Each layer adds margin, and details that matter for quality and duty, such as the wire, the plating and the origin, can get lost. Buying from the manufacturer gives you:
Specification control. You choose the size, material (nickel-plated steel, stainless steel or brass) and finish, and test samples first. Suvik Overseas lists sizes from 19 mm to 57 mm, custom sizes on request, and offers samples. See our sample evaluation checklist.
Your own packaging. Private-label packs, barcodes and carton marks are made to your brief at the factory, not relabelled in Dubai. See custom safety pin packaging.
A clean origin trail. The CEPA preference depends on proving Indian origin and direct shipment. That is simplest when the manufacturer is the exporter and the certificate of origin matches its own invoice.
The trade-offs: larger quantities, production and shipping lead times, payment before or at shipment, and clearing the goods yourself or through your agent.
Shipping safety pins from Kolkata to Dubai
Sea freight is the usual route for wholesale volumes. Pins are dense, so even large orders often ship as LCL (consolidated with other cargo) rather than a full container. Our guide to shipping bulk safety pins by LCL, FCL or air explains the choice. Air freight from CCU suits samples and urgent top-ups.
Ports. According to the Suvik Overseas shipping policy, cargo is loaded at Kolkata (INKOL), air freight leaves from CCU, and buyers may nominate their own forwarder. For Dubai, most container cargo arrives at Jebel Ali. Name the port in the quotation (for example "CIF Jebel Ali"). For Sharjah, Ajman or Abu Dhabi, ask your forwarder which port suits that emirate.
Direct or transhipped. Ask your forwarder whether the Kolkata service is direct or transhipped, and what the transit time is. Transhipment does not by itself cancel the CEPA preference: Dubai Customs Policy 54/2022 allows transit through a third country if the goods are only unloaded, reloaded or kept in good condition, and stay under customs control. Keep the through bill of lading in case customs asks for proof.
Lead times. Suvik's shipping policy lists dispatch within 3 to 5 business days of payment for ready stock, 10 to 21 business days for made-to-order or custom packaging, and 15 to 30 business days for large FCL or LCL consignments, with longer times possible from October to January. Transit time comes on top.
Choosing the shipping term
Suvik Overseas typically quotes FOB Kolkata or CIF port of destination, and DDP can be arranged on request.
FOB Kolkata suits buyers with a regular forwarder on the India-Gulf lane.
CIF Jebel Ali suits a first order: the seller books the freight and buys minimum insurance, and you clear the goods and pay duty, VAT and port charges.
DDP gives one delivered price, but confirm in writing who is the importer of record, whether the 5% VAT is included and how the CEPA claim will be made.
UAE duty is charged on the CIF value, so ask for goods, freight and insurance to be shown separately on the invoice. For a full comparison, see FOB, CIF or DDP? Choosing shipping terms for safety pins from India.
UAE customs duty on safety pins: 5% or 0%?
The code. Safety pins of iron or steel, including stainless steel, fall under HS 7319.40, "Safety pins and other pins", listed in the CEPA schedule as 73194000. The UAE now uses longer GCC codes, so ask your clearing agent for the exact code for your declaration. It should start with 731940.
The general rate. The UAE government portal states that customs duty in Dubai is 5% of the CIF value (alcohol and tobacco excepted), and that UAE tariffs range from 0 to 5%.
The CEPA rate. The UAE's Schedule of Specific Tariff Commitments under the CEPA (Annex 2B, published by India's Department of Commerce) lists 73194000, "Safety pins and other pins", with a UAE tariff of 5.0%, offer category A ("Day 1 access"), and 0.0% in every year from Year 1 to Year 10. Dubai Customs Policy 54/2022, in force since 1 May 2022, applies duty elimination to Category A. So, on the official schedule, safety pins that originate in India and meet the CEPA conditions enter the UAE at 0% instead of 5%.
Three conditions decide whether you get 0%:
Origin. The pins must be wholly obtained in India or have undergone sufficient working or production there under the CEPA rules of origin. Pins made by an Indian manufacturer are in a different position from pins made elsewhere and re-exported from India.
Certificate of origin. Dubai Customs requires a certificate of origin issued by the competent Indian authorities. Indian exporters apply for the CEPA preferential certificate electronically through DGFT (eCoO 2.0 on trade.gov.in since 21 December 2024), and the certificate carries a QR code for verification.
The claim. The importer must request the preference at import by completing the exemption field on the customs declaration with the designated code. Without the claim, the 5% duty applies even if the goods qualify.
Brass pins are different. Solid brass pins are not iron or steel, so they fall outside 7319.40. We have not checked the CEPA rate for brass pins; ask your agent before ordering them. For the same code in the US, UK and EU, see our import duty and HS code guide.
UAE VAT on imported safety pins
The standard UAE VAT rate is 5%, and FTA guidance says import VAT is charged on the value including freight, insurance and customs duty.
VAT-registered importer: if your customs registration number is registered with the FTA, the goods are released without VAT being collected at the border. You declare the import VAT in your VAT return under the reverse charge and can normally recover it as input tax.
Not registered for VAT: the 5% must be paid before the goods are released.
For a registered wholesaler, VAT is mainly a cash-flow item. The CEPA duty saving is the real cost difference.
EXAMPLE: what CEPA changes on one shipment
Assume a CIF Jebel Ali value of 20,000 in your currency. This is an assumption for illustration only, not a Suvik Overseas price or a freight quote, and port charges and agent fees are left out.
Without a valid CEPA claim (EXAMPLE): duty at 5% of 20,000 = 1,000; VAT at 5% of 21,000 = 1,050; total 2,050.
With a valid CEPA claim (EXAMPLE): duty at 0% = 0; VAT at 5% of 20,000 = 1,000; total 1,000.
In this EXAMPLE, the certificate of origin saves 1,000 in duty and 50 in VAT. If you recover VAT, the 1,000 duty saving is what counts. For a full landed-cost build, follow the method in our landed cost worked example and swap in the UAE duty and VAT.
Documents for a UAE shipment
Suvik's shipping policy lists a commercial invoice, packing list, bill of lading or air waybill, certificate of origin, GST/IGST documents and any country-specific certificates required. For a UAE order, check that:
The commercial invoice describes the goods clearly (for example "nickel-plated steel safety pins, 27 mm"), with the HS code, origin (India), Incoterm and named place, and freight and insurance shown separately.
The packing list matches the invoice, with carton counts and weights.
The certificate of origin is the CEPA preferential certificate, not only a general one, and matches the invoice description, number and quantities.
The bill of lading names the right consignee and port of discharge.
Your clearing agent will also need your trade licence and customs registration details. See our guide to safety pin export documents.
Labelling and packaging for the UAE
Decide labelling before production, because changing printed packs after arrival costs time.
Carton marks. Suvik's policy says cartons are labelled with product details, quantity, batch number and destination. Ask for your own reference marks too.
Retail packs. Suvik offers OEM and private-label packaging with logo printing, custom box design and barcodes. Get your retail customers' barcode and label specifications first.
Origin and Arabic text. "Made in India" on the packs should match the certificate of origin. We have not checked whether UAE rules require Arabic text or other marks on safety pin retail packs, so confirm this with your clearing agent or retail customer.
Material claims. Print claims such as "nickel-free" only if the product you ordered supports them.
See our safety pin packaging guide for pack formats.
Buying direct or from a Dubai trader
Buy direct from an Indian factory when you buy steadily by the carton, want your own brand or a fixed specification, want the CEPA duty saving, and can plan a few weeks ahead.
Buy from a local trader when you need a small quantity this week, are testing a new size or finish, or do not want to handle import clearance.
Many wholesalers do both: direct for core sizes, a trader for gaps. If you supply other traders, see our page for bulk safety pin distributors. To compare factory offers, see how to compare safety pin export quotations, and for payment options, our guide to import payment terms.

FAQ
What import duty does the UAE charge on safety pins from India?
The general UAE customs duty is 5% of the CIF value. Under the India-UAE CEPA, the UAE's tariff schedule lists safety pins (code 73194000) in Category A at 0%, so Indian-origin steel safety pins can enter duty-free with a valid CEPA certificate of origin and a preference claim on the customs declaration.
Do I need a certificate of origin to get the CEPA rate?
Yes. Dubai Customs requires Indian-origin goods to be accompanied by a certificate of origin issued by the competent authorities in India, and the importer must claim the preference on the customs declaration at the time of import. Without both, the 5% general rate applies.
Is VAT charged on safety pins imported into the UAE?
Yes. Import VAT is 5% of the customs value, including freight, insurance and duty. A VAT-registered importer whose customs registration number is linked with the FTA accounts for it through the reverse charge in the VAT return. An unregistered importer pays it before the goods are released.
Which port should I use for safety pins shipped to Dubai?
Most container cargo for Dubai arrives at Jebel Ali. Suvik Overseas loads export cargo at Kolkata (INKOL), or Kolkata Airport (CCU) for air freight, and can quote CIF to your named UAE port. Ask your forwarder about direct or transhipped services and transit times.
Should I buy from a Dubai trader or direct from an Indian factory?
Buy direct for regular volumes, your own packaging and a clean CEPA origin claim. Buy from a local trader for small or urgent quantities, or to test a product. Many wholesalers combine both.
What is the minimum order for UAE buyers?
The minimum order quantity is negotiable and depends on the size, finish and packaging. Share your requirements with Suvik Overseas to get a confirmed figure.
