Importing Safety Pins from India to Saudi Arabia and the Gulf
Export & Global MarketsNovember 6, 2026

Saudi Arabia and the wider Gulf buy safety pins for garment factories, industrial laundries, retail packs and private-label programmes. Buying direct from an Indian factory can cut a trader's margin and give you control over size, finish and packaging, but you take on classification, duty, VAT and conformity paperwork. This guide is for distributors and importers in Saudi Arabia first, with a short note on other Gulf markets. It covers the HS code, Saudi duty and VAT, India preference status, SABER notes, documents, ports and how Suvik Overseas ships from Kolkata.

This guide is general information, not a customs ruling or tax advice. Tariff and VAT facts were read on 6 November 2026 and can change. Every figure in the worked example is an EXAMPLE for illustration only, not a Suvik Overseas price, a freight quote or a duty assessment. Confirm the 12-digit code, the live rate, SABER requirements and the documents with your Saudi clearing agent before you order.

Quick answer

  • HS code: steel and iron safety pins sit under 7319.40, "Safety pins and other pins". Saudi Arabia uses 12-digit GCC codes; lines commonly discussed for this product are 7319.40.00.0001 (of iron) and 7319.40.00.0002 (of steel). Ask your agent for the exact line on your declaration.

  • Customs duty (Saudi): the GCC common external tariff is generally at least 5% of CIF value on most goods from outside the GCC. A ZATCA-sourced commercial tariff mirror updated 30 October 2026 lists both 7319.40.00.0001 and 7319.40.00.0002 at 5%. Confirm the live rate on ZATCA's official tariff search before you ship.

  • VAT (Saudi): 15% import VAT applies on the customs value plus customs duty and other charges (excluding VAT), regardless of the duty rate. ZATCA collects it in the import process unless you are authorised to account for import VAT in your VAT return.

  • India preference: no preferential rate found for Indian-origin safety pins into Saudi Arabia. India–GCC FTA negotiations were launched in February 2026; they are not an in-force preference. The India–UAE CEPA does not apply in Saudi Arabia (see our UAE wholesale guide).

  • Route: Suvik Overseas loads at Kolkata (INKOL) by sea or Kolkata Airport (CCU) by air, on FOB Kolkata or CIF named destination terms, with DDP on request. Saudi buyers typically clear at Jeddah Islamic Port or King Abdulaziz Port (Dammam); name the port in the quotation.

  • Conformity: the same tariff mirror marks procedure code 21 (SABER certificate of conformity) on both iron and steel lines. Confirm the exact SABER path (product vs shipment certificate, and which technical regulation if any) on saber.sa with your agent — do not assume every pin SKU is treated the same.

Why Gulf distributors source from India

India is a practical origin for bulk steel and brass safety pins, with export documentation experience and a short sea lane into the Gulf. Buying from the manufacturer rather than through several traders helps when you need:

  • A fixed specification. Size, wire, plating and lock quality can be sampled and held. See our sample evaluation checklist.

  • Your own brand. OEM and private-label packs, barcodes and carton marks are set at the factory. See custom safety pin packaging.

  • A clean invoice trail. Commercial invoice, packing list and certificate of origin that match the same exporter simplify Saudi clearance and any future preference claim if an India–GCC deal ever enters into force.

Trade-offs: larger quantities, lead times, payment before or at shipment, and a Saudi importer of record who can file customs and complete SABER steps.

HS code for steel safety pins: 7319.40

At the six-digit Harmonized System level used worldwide, safety pins of iron or steel fall under 7319.40, "Safety pins and other pins". Heading 7319 also covers sewing needles and similar hand articles of iron or steel. Each GCC member adds digits to 12 places.

For Saudi Arabia, a commercial search of the ZATCA Integrated Customs Tariff (mirror updated 30 October 2026) shows:

  • 7319.40.00.0001 — Safety pins and other pins, of iron — duty listed at 5%.

  • 7319.40.00.0002 — Safety pins and other pins, of steel — duty listed at 5%.

Stainless steel is steel, so stainless pins normally stay in this heading. Solid brass pins are not iron or steel and fall outside 7319.40; get a separate classification before you order brass. For the same six-digit code in the US, UK, EU and UAE, see our import duty and HS code guide.

Always have your clearing agent confirm the 12-digit line on ZATCA's official tariff search. Line text and procedure codes can change.

Saudi customs duty: generally 5% of CIF

How Saudi tariffs work. Saudi Arabia is a GCC member and applies the GCC common external tariff to goods from outside the GCC. The US International Trade Administration country commercial guide (updated 11 May 2026) states that Saudi Arabia levies a GCC common external tariff of at least five percent on most such goods, calculated ad valorem on the CIF value, and that importers can look up the integrated schedule on ZATCA's portal. From 1 January 2025, GCC members use a 12-digit HS-based tariff.

Line rate for safety pins. We could not complete an interactive line query on ZATCA's official JavaScript tariff search from this research environment. A commercial mirror that cites the ZATCA Integrated Customs Tariff (updated 30 October 2026) lists 5% for both 7319.40.00.0001 and 7319.40.00.0002. Treat 5% of CIF as the working figure for planning, and confirm the live ZATCA line before you book freight.

No India preference found for Saudi Arabia. India's published FTA/PTA appendix used for this article does not show an in-force India–Saudi preferential agreement that would cut this line. The GCC Secretariat announced the launch of India–GCC FTA negotiations on 24 February 2026 in New Delhi; a launch is not an in-force tariff schedule. Until a preference is notified and claimed correctly, plan on the MFN / general rate. Do not paste UAE CEPA paperwork onto a Saudi declaration.

Other Gulf markets (brief).

  • UAE: general duty 5% of CIF; under the India–UAE CEPA, Annex 2B lists 73194000 in Category A at 0% with a valid preferential certificate of origin and a preference claim. Details: wholesale safety pins for Dubai and the UAE.

  • Bahrain, Kuwait, Oman, Qatar: line-level duty for 7319.40 was NOT VERIFIED in this research pass. They share the GCC tariff framework in principle, but national 12-digit lines and any bilateral preferences can differ. Ask a local broker. Any India–Oman or other bilateral claim must be checked on official schedules before you promise a buyer a reduced rate.

Saudi import VAT: 15%

ZATCA's guideline on imports and exports under the VAT provisions (second edition, May 2026) states that taxable persons charge VAT at 15% when the standard rate applies, and that VAT at 15% is imposed on all goods imported into the Kingdom, regardless of the goods' classification or whether they are exempt from customs duty (limited VAT import exemptions are set out separately in that guideline).

VAT base. Under the Unified VAT Agreement language quoted in the same guideline, the value of imported goods for VAT is the customs value determined under the Common Customs Law, plus excise tax, customs duties and any other charges, excluding VAT. In practice, for a dutiable shipment, import VAT is calculated on a base that already includes the customs duty.

Who pays when. The importer's Tax Identification Number must be disclosed on the customs declaration. Import VAT is normally collected in the customs process. Some taxable persons can apply to account for import VAT through the VAT return instead; that is an authorisation, not the default for every importer.

For a VAT-registered distributor, VAT is often a cash-flow item if input tax is recoverable. The customs duty is the lasting cost difference versus a duty-free preferential route (which Saudi Arabia does not currently offer for this Indian-origin line).

EXAMPLE: duty and VAT on one Saudi shipment

Assume a CIF Jeddah value of 20,000 in your currency (SAR or another currency converted for the declaration). This is an EXAMPLE for illustration only, not a Suvik Overseas price or a freight quote. Port charges, agent fees, SABER fees and inspection costs are left out.

EXAMPLE assumptions: customs duty 5% of CIF; VAT 15% of (CIF + duty).

  • Duty: 5% × 20,000 = 1,000

  • VAT base: 20,000 + 1,000 = 21,000

  • VAT: 15% × 21,000 = 3,150

  • Duty + VAT in this EXAMPLE: 4,150 (20.75% of the CIF value before other fees)

If your agent confirms a different duty rate on the live 12-digit line, rebuild the EXAMPLE with that rate. For a full landed-cost method, follow our USA landed cost worked example and swap in Saudi duty, VAT and local fees.

SABER and product conformity

Saudi Arabia runs product conformity through SASO and the SABER electronic platform. The US trade.gov Saudi import-tariffs note describes Saleem/SABER as the route used to register regulated and unregulated products with the shipping documents required for import, accessible to importers, SASO-approved certification bodies and customs.

On the ZATCA-sourced tariff mirror used for this article, both iron and steel safety-pin lines carry procedure code 21, described as requiring a certificate of conformity from the SABER system on import. The mirror outlines a product certificate (often annual) and a shipment certificate (per consignment). Those English texts are a commercial translation of ZATCA Arabic; confirm on saber.sa and with your agent which certificates your SKU needs and which technical regulation (if any) applies. Build SABER time and fees into the plan before the vessel sails.

Documents for a Saudi import

Suvik's shipping policy lists a commercial invoice, packing list, bill of lading or air waybill, certificate of origin, GST/IGST documents and any country-specific certificates. For Saudi Arabia, work with your agent so that:

  • The commercial invoice describes the goods clearly (for example "nickel-plated steel safety pins, 27 mm"), with HS code, origin (India), Incoterm and named place, and freight and insurance shown separately when duty is on CIF.

  • The packing list matches carton counts and weights.

  • The bill of lading or air waybill names the correct consignee and Saudi port or airport of discharge.

  • The certificate of origin matches the invoice. Preferential CEPA certificates used for the UAE are not a Saudi preference document.

  • SABER / SASO outputs your agent specifies for that shipment are available to the importer's account before clearance.

  • Importer credentials (commercial registration and tax details) are ready for the declaration.

Shipping from Kolkata to Saudi ports

Load port. According to Suvik's shipping policy, export cargo loads at Kolkata (INKOL) for sea freight and Kolkata Airport (CCU) for air freight. Buyers may nominate their own forwarder.

Discharge ports. For Saudi Arabia, containerised imports commonly clear through Jeddah Islamic Port (Red Sea) or King Abdulaziz Port, Dammam (Arabian Gulf). Inland delivery to Riyadh or other cities is arranged after clearance. Name the port in the Incoterm (for example "CIF Jeddah" or "CIF Dammam"). Ask your forwarder about direct versus transhipped Kolkata–Saudi services and transit times; this article does not invent a transit day count.

Mode. Wholesale volumes usually move as LCL or FCL sea freight. Air suits samples and urgent top-ups. See shipping bulk safety pins by LCL, FCL or air.

Lead times. Suvik's policy lists dispatch within 3 to 5 business days of payment for ready stock, 10 to 21 business days for made-to-order or custom packaging, and 15 to 30 business days for large FCL or LCL consignments, with longer times possible from October to January. Ocean or air transit comes on top.

Choosing FOB, CIF or DDP

Suvik Overseas typically quotes FOB Kolkata or CIF port of destination, and DDP can be arranged on request.

  • FOB Kolkata suits buyers with a regular India–Saudi forwarder.

  • CIF Jeddah or CIF Dammam suits a first order: the seller books freight and minimum insurance; you clear, pay duty and VAT, and complete SABER steps.

  • DDP needs a written split of who is importer of record, whether the 15% VAT and 5% duty are included, and who runs SABER. Suvik's shipping policy also states that import duties and taxes at destination are the buyer's responsibility — confirm any DDP offer in writing so the two statements do not collide.

Saudi duty is assessed on CIF value, so ask for goods, freight and insurance to be shown separately. Full comparison: FOB, CIF or DDP? Choosing shipping terms for safety pins from India.

Labelling and packaging

Agree retail and carton marks before production.

  • Cartons: product details, quantity, batch number and destination, plus your own reference marks if needed.

  • Retail packs: logos, barcodes and language text your Saudi customer requires. Confirm with your agent or retailer whether Arabic labelling or other marks are mandatory for your pack type; this article does not verify a general Arabic-label rule for safety pins.

  • Origin marking on packs should match the certificate of origin ("Made in India").

  • Print material claims (for example nickel-free) only when the product you ordered supports them.

FAQ

What import duty does Saudi Arabia charge on steel safety pins from India?

Plan on 5% of the CIF value for iron or steel safety pins under HS 7319.40, matching the GCC common external tariff level described by trade.gov and the 5% rate listed for Saudi lines 7319.40.00.0001 and 7319.40.00.0002 on a ZATCA-sourced tariff mirror (updated 30 October 2026). Confirm the live 12-digit rate on ZATCA's official tariff search with your clearing agent. No India preferential rate for Saudi Arabia was found for this research.

Is there a free trade preference for Indian safety pins entering Saudi Arabia?

No in-force preference was found. India–GCC FTA negotiations were launched in February 2026; that is not yet a tariff cut you can claim. The India–UAE CEPA applies in the UAE, not in Saudi Arabia.

How much VAT do I pay on imported safety pins in Saudi Arabia?

Import VAT is 15% on the customs value plus customs duty and other charges (excluding VAT), per ZATCA guidance. It applies even if the goods were duty-free. Your importer TIN must be on the declaration.

Do safety pins need SABER certification?

The ZATCA-sourced tariff mirror marks SABER conformity (procedure code 21) on the iron and steel safety-pin lines. Confirm on saber.sa with your agent which product and shipment certificates apply to your SKU. Do not skip the check.

Which Saudi port should I use?

Name Jeddah Islamic Port or King Abdulaziz Port (Dammam) according to where your customers are and what your forwarder recommends. Suvik loads at Kolkata (INKOL) or flies from CCU. Ask for direct or transhipped options and transit times.

What is the minimum order for Gulf buyers?

The minimum order quantity is negotiable and depends on size, finish and packaging. Share your requirements with Suvik Overseas for a confirmed figure.

Request a Saudi or Gulf quotation

Send Suvik Overseas your sizes, material, finish, packaging, quantity and Saudi (or other Gulf) port, and say whether you want FOB Kolkata, CIF or DDP. Ask your agent early which SABER steps apply, and request a certificate of origin that matches the invoice. Request a quote
